J.H.E Secretan He was a member of several railway survey crews in the early 1970s and later worked on the CPR during 1880s. In the first several years he worked in Ontario, north of Lake Superior including some desperate winter work. In 1874, he came to British Columbia and was part of Bell's 'N' group surveying the upper Fraser between Fort George and Tete Jaune Cache.

He wrote the book, Canada's Great Highway: From the First Stake to the Last Spike, in which he describes his part in the building of the transcontinental railway.
